Planning & Building
The Planning and Building Department oversees all development in the City of Avalon. The Department is comprised of three members of City Staff - A Building Official, Assistant City Planner and Senior Administrative Assistant.
Building inspections may be scheduled at the department window, or through the Senior Administrative Assistant - Donna Romo. You may contact Donna Romo by email, or by calling 310-510-0220, ext. 116.

Active Transportation Plan
Safe, reliable, and convenient transportation is essential for everyone who lives in, works in, and visits Avalon. The City of Avalon is developing an Active Transportation Plan that will include recommendations for future infrastructure projects to improve walking and biking in Avalon.

Development Impact Fees
Impact fees provide a method whereby new development pays its fair share of new or expanded public improvements and facilities, including expanded capacity; and to help insure the protection of public health and safety, the City may impose impact fees as provided by the California Constitution. The one-time fee is usually paid prior to issuance of a building permit.

Rental Inspection Program
The City of Avalon established a Rental Inspection Program in 2019. This program requires land lords to provide access to the Building Official to ensure housing conditions are safe.

The City of Avalon is in the process of assessing the community's vulnerability to sea level rise (SLR) to inform a targeted amendment of the Local Coastal Program (LCP).
